Onboard centre

Male non-Malaysian Work Permit holders in the Construction, Marine shipyard and Process (CMP) sectors and holding an in-principle approval (IPA) will undergo the Onboard programme.

From 1 July 2024, employers and employment agencies will be required to book Onboard slots and make upfront payment using the Onboard Booking System (OBS). You will need to assign OBS to your Corppass account to access it.

Onboard programme

A newly-arrived Work Permit holder must attend the Onboard programme at the Onboard centre if all the criteria below are met:

  • Male non-Malaysian
  • Holds an in-principle approval (IPA)
  • In the Construction, Marine shipyard or Process (CMP) sector

Please ensure that your worker has obtained the pre-entry housing check approval before securing an Onboard slot. Your worker must complete the Onboard programme to avoid disruptions to your work pass transactions.

Fees and payment

Fees include the cost of services, food and accommodation at the Onboard centre. Fees and services are subject to change based on prevailing requirements.

Book an Onboard slot

Book an Onboard slot via the OBS.

Onboard bookings will be checked to ensure that your worker's pre-entry housing check has been approved by MOM. Otherwise, your bookings may be cancelled with a portion of fees being non-refundable, and your company can be debarred from hiring foreign workers.

Prepare for your worker's check-in

You need to make the following preparations for your worker who is scheduled to check in to the Onboard centre.

Ensure he has the required documents and items

Ensure that your worker carries with him the following before he checks in to the Onboard centre:

  • Pre-entry housing check approval letter from MOM
  • IPA letter - employee's copy (full set)
  • Printout of Onboard booking confirmation email
  • Documentary proof of vaccination (if any)
  • A working smartphone to download essential mobile applications. Your worker will receive a free mobile phone SIM card at the Onboard centre. You may check with him for his new phone number
Arrange transport from the airport You must arrange for your own transport to send your worker directly from the airport to the Onboard centre on the same day as his confirmed Onboard slot.

At the Onboard centre

Your worker will undergo the Onboard programme for 3 days.

Find out what will take place on each day:

Day 1: COVID-19 test upon check-inShow

You will transport your worker to the Onboard centre on the same day as your worker's confirmed Onboard slot, immediately from the airport to the Onboard centre.

Upon check-in, we will verify that your worker has the necessary documents and has a valid Onboard slot for the day.

Your worker will then undergo an Antigen Rapid Test (ART).

Day 2: Medical examination and vaccination checkShow

Your worker will undergo an enhanced medical examination and have his overseas COVID-19 vaccination records examined.

If your worker is not vaccinated, he is encouraged to be vaccinated with at least two doses against COVID-19. He may receive the COVID-19 vaccination at the Onboard centre, at no additional cost.

Day 3: Settling-in Programme and check-outShow

Your worker will attend a full day Settling-in Programme.

Pick up your worker at the date and time provided in the check-out notice sent by our Onboard centre representative by email.

The driver picking up your worker will need to provide proof of the check-out notice to verify your worker's identity.

Late check-outs will incur additional charges billed to your company.

A worker who has completed the Settling-in Programme at our Onboard centre is not required to attend the same programme with the Migrant Workers’ Centre (Recreation Club @ Soon Lee).

After leaving the Onboard centre

After your worker has checked out from the Onboard centre, you must follow up with the requirements below:

  • FWMOMCare – To contact MOM, access telemedicine, book recreation centre facilities and access other functions
  • Singpass – To access SGWorkPass
  • SGWorkPass – To check validity of work passes and salary information

Get your worker's Work Permit issued within 14 daysShow

Your worker must also complete the rest of the post-arrival procedures in the IPA letter within 14 days from his arrival in Singapore.

Receive your worker's medical examination resultsShow

You should receive your worker's complete medical examination report by email from our appointed medical service provider within 3 working days after check-out.

Some medical reports may take longer if there are results that require further review.

The report will clearly indicate whether your worker is certified fit for work.

If you did not receive the report, check the "junk mail" folder in your email. If your worker's report is not ready and his IPA is expiring, you can request to extend the IPA.

If your worker is required to be covered under the Primary Care Plan (PCP), the medical examination cost is already covered under the Onboard centre fees and will be excluded from the PCP price for the first year.

(If required) Arrange for a follow-up medical examinationShow

You need to arrange for a follow-up medical examination for your worker if there are abnormal findings (except colour vision).

A referral memo will be attached to the medical examination report.

You need to:

  1. Download and print the undertaking letter provided in the email.
  2. Acknowledge the medical condition.
  3. Send your worker for his follow-up examination at the medical centre or designated clinics you have bought a Primary Care Plan with.
  4. You are strongly encouraged to book his appointment within the recommended date on the referral memo, or latest within 3 months of the initial medical examination.

  5. Sign the undertaking letter.
  6. Submit the undertaking letter.

(If your worker missed the SIP) Wait for instructions on booking a replacement SIPShow

We will email to inform you if your worker missed the SIP at the Onboard centre. This could be due to medical reasons or the unavailability of an SIP slot conducted in a language that the worker understands.

Wait for an email from the Migrant Workers' Centre (MWC) with instructions on how to book an SIP slot at the Recreation Club @ Soon Lee.
No additional fees will be required for this booking.

Do not make a booking directly on MWC's website.

Fees and payment for Onboard programme

The fee for 3 days 2 nights stay in the Onboard centre is $345.32. Additional charges may incur after check-out if your worker's vaccination records were ingested.

Employers and employment agencies must book Onboard slots and make upfront payments using a credit or debit card on the OBS.

For check-in dates on or before 30 June 2024Show

The process remains unchanged. After your worker checks out from the Onboard centre, you will receive an email invoice from PaySG with the exact fees you need to pay. Please ensure payment by the stated date to avoid late payment fees. Your worker's work pass may also be revoked, and any new Onboard bookings may be cancelled.

To make payment:

  1. Click on the PaySG payment link.
  2. Verify the list of pass holders who went through the Onboard centre. You may verify the worker's name and FIN registered under your company against the invoice.
  3. Proceed to make payment.

Upon successful payment, you will receive a confirmation email with a link to the tax invoice or receipt.

You need to make payment on the OBS using a credit or debit card after your worker checks out from the Onboard centre.
